Many families choose to work with a licensed adoption agency to pursue adoption. The agency qualifies adoptive parents, and provides education and support services to both adoptive and birth parents. The agency will then match birth parents with waiting families. Agencies vary greatly in their size, geographic scope, number of placements they make per year, and fee structures. While the costs vary, using an agency is often more expensive than domestic private adoption.

Most agencies practice open adoption. Some advocate for completely open adoptions, while others require a basic level of openness, and families can opt to have more contact and share more identifying information after the placement.
